About the Controller

 Norman MacQueen
Norman MacQueen was sworn in as Chester County's Controller in January 2014. As Controller, Norman is responsible for maintaining, for Chester County, proper accounting records and processes, paying County bills, managing payroll and retirement benefits on behalf of County employees, performing internal audits for County departments, and preparing the County's annual comprehensive annual financial reports. Norman also serves as a member of the Chester County Prison Board, Chester County Salary Board, and Secretary of the Chester County Retirement Board.

Norm has been a resident of Chester County since 1986 and a lifetime resident of the Philadelphia suburbs. After graduating Penncrest High School in 1983, Norm attended West Chester University where he worked his way through school and earned a Bachelor of Science in Economics. After college, Norm attended Eastern University and earned an MBA in Finance. Norman has 25 years experience in the investment business.
