Career & Workforce Development


Eligible organizations can apply for funding to support youth with access to opportunities for educational enrichment and career exploration. Programs should support youth during the dynamic transition from adolescence to adulthood through the provision of services offering academic, career, and post-secondary preparation, including leadership training. 

Request for Proposals for Strategic Planning Services


The Chester County Workforce Development Board (CCWDB) on behalf of the Southeast Pennsylvania Workforce Development Boards (SEPWDB) has posted a REQUEST FOR PROPOSALS (RFP) for Strategic Planning Services. 

Services provided will commence on April 1, 2016 and end on December 31, 2016. The RFPs are available on the DCWDB website at www.delcoworks.org and the County of Delaware website.

Eligible organizations can apply for funding to support unemployed or underemployed adults with qualified employment and training services that engage participants in work experience that will keep them connected to work and maintain or build workplace skills. Applications for this program are not currently being accepted. 

Request for Proposals for Workforce Development Services


Eligible organizations can apply for 2016 funding to support Workforce Development Services for Job Seekers and Targeted Populations and for Employer Services. Applications are currently being accepted. More information about the guidelines and requirements to apply can be found in the Request for Proposals. The application deadline is May 26, 2016 at 4:00 pm. This application requests applicants reference the 2016 Poverty Level Income Guidelines

Request for Proposals for EARN Program


The Employment and Retention Network (EARN) is an initiative of the Pennsylvania Department of Human Services (DHS), developed to address the specific needs of welfare recipients with multiple barriers to obtaining employment and to increase participation in employment and training programs among TANF‐eligible clients for the purpose of gaining self‐sufficiency. Eligible organizations can apply for 2016-2017 funding to support the EARN Program. 
 
The deadline for this application has passed. This application will re-open again in Spring 2017.

 


2017-2018 Entitlement Application Competition

Public Works


Eligible organizations can apply for 2017-18 funding to support projects that promote infrastructure improvements, streetscape improvements, economic development opportunities, and other projects that support the revitalization of Chester County neighborhoods and communities.

The Public Works Application closed at 4:00 pm on Friday, July 8, 2016. 

Housing & Community Construction (Includes Public Facility Improvements)

Eligible organizations can apply for 2017-18 funding to support projects such as affordable housing development for rental or homeownership, acquisition of property for rental or homeownership, home improvements, and other housing projects that support the availability and accessibility of quality, affordable housing for Chester County residents. This initiative also supports public facility improvements, such as community centers and other neighborhood-based facilities that offer a service to the community.

The Housing & Community Construction Application closed at 4:00 pm on Friday, July 8, 2016. 

​Community Services

Eligible organizations can apply for 2017-18 funding to support Community Service projects such as emergency shelter, transitional shelter, rapid re-housing activities, increasing income services, financial assistance for homeless prevention, homeless prevention and diversion, community outreach, fair housing services, down payment assistance for first-time homebuyers and for public services that address the community's social needs.  

The Community Services Application closed at 4:00 pm on Friday, July 8, 2016.



Community Revitalization Program (CRP)


Eligible municipalities can apply for funding to support projects that promote infrastructure improvements, streetscape improvements, economic development opportunities, and other projects that support the revitalization of Chester County neighborhoods and communities.

The deadline for this application has passed. It will re-open in Spring 2017.


Professional Services


Eligible organizations can submit Statements of Qualifications for professional services for the purpose of awarding a general contract for services on an as-needed basis.

Services requested by DCD are dependent upon the number and type of projects funded by DCD, and the specific needs of the projects and organizations receiving grant awards. This application is not currently open. Applications are made available on an as-needed basis.
