Effective Friday, June 5, 2020, Governor Wolf authorized Chester County to transition from the Red Phase to the Yellow Phase of the process to reopen Pennsylvania.

Chester County Government is participating in this transition by restoring most services as employees begin returning to work while complying with State guidance on Yellow Phase restrictions.

The Assessment Office main listed number (610-344-6105) will be re-activated on June 5. During the Yellow Phase, we ask that you make an appointment by telephone for any in-person services at our public lobby. Also, the scheduling of in-person assessment appeal hearings will remain suspended during the Yellow Phase.

Annual Assessment Appeal Filing

Pursuant to PA assessment law, the filing deadline for all annual assessment appeals, including exemption appeals is May 1st through the first business day in August.

Common Level Ratio

The Tax Equalization Division has officially set the Chester County Common Level Ratio (CLR) at 49.3% for all interim appeals with an effective date of 7/1/2019 through 6/30/2020.

The CLR for all annual appeals heard by the Board of Assessment Appeals during 2020 (effective for the 2021 tax year) will be announced by the PA Tax Equalization Division no later than 6/30/2020. This announcement board will be updated when the new CLR is communicated.

Clean and Green Program Enrollment

For 2020 only, the PA Department of Agriculture has extended the Act 319 application filing deadline from March 1 to October 15.  

Homestead/Farmstead Exclusion Enrollment

December 15th through the first business day in March.
